The book consists of four main elements: (1) a suggested conceptual framework for multi-media campaign planning, strategy development and operations; (2) a detailed description of how the framework was used and tested in the 1983 and 1984 rat control campaigns in Bangladesh; (3) an examination of the effectiveness of utilizing evaluation results of the two rat control campaigns; and (4) a discussion on the lessons learned from the experiences and results of the campaigns. These campaigns show that a multi-media campaign can be successfully organized in developing countries at relatively low cost and with limited facilities. The factors which contributed to the campaigns success were the strategic planning approach; the well-designed campaign messages and materials; the suggested means of rat control were effective and practical; and the rat control technology recommended was simple and relatively inexpensive and economical. Both the 1983 and 1984 campaigns were conducted during the winter cropping season, a period when rats were most likely to inflict damage on crops. The experiences of the campaigns emphasized the importance of evaluating results and of comprehensively documenting the plan, strategies and materials.
