The continued migration of people from the highlands to the arid and semiarid lands of Kenya has caused concern about their ability to support an ever increasing population. An examination of strategies for planning and development concludes that life in the Kenyan drylands is becoming more, not less, risky in spite of the efforts by the government to mitigate the situation.
