An analysis is presented of demographic characteristics, burden of dependency, occupational structure, distribution of operational holdings, and degree of poverty in Orissa. The problem of rural and urban unemployment was also highlighted. The rapid rise in state population was partly responsible for its poverty and backwardness, in spite of the planned development during the last four 5-Year Plans. The broad strategy for combating poverty indicated included measures to change the pattern, composition and growth of production in favour of the poor, and mobilization of state economic forces.
