The progress made by the Onchocerciasis Control Programme (OCP) in West Africa, since it began in 1974, is reviewed with discussion of the following topics: the OCP and its achievements; the OCP evolution and devolution (a strategy for devolution, redefining devolution); national and international aspects of devolution (donor priorities, political will, finance, the need for bilateral aid); the planning and management of devolution by the OCP (training, research, a new role for the OCP).
