The report was commissioned by the GFR Minister of Agriculture with a view to exploring ways in which agriculture and the rural population could benefit from future trends in demand for outdoor leisure activities, as well as trends in demand for such activities in the cities and conurbations. The study, based on an analysis of existing literature and other sources, examines trends in the amount of free time in the GFR (increased from an average of 153 minutes per day in 1952 to 258 minutes in 1981) and the way it is used; the employment opportunities created by the growing leisure sector, particularly for rural areas; and the way these are affected by changes in settlement structure and changing value patterns. Finally, different possible scenarios for future development are compared and evaluated, and a list of objectives in the development of rural leisure facilities is suggested.
