No general Government guidelines have been drawn up for the agricultural development of less-favoured areas in Poland. FAO and EEC policies may well help in defining such areas and in establishing objectives and procedures for development. At the moment there are policies which do in fact ensure that agricultural activity continues in mountain areas where farms are frequently abandoned, and the land is bought for state farms. State investment does expect lower returns in some areas where there is a danger of depopulation and where encouragement is given for groups of family farms to specialize.
