The paper attempts to incorporate a Todaro type rural-urban migration function in a Lewis (1954) type model of a dual economy. It was found that the cost of urbanization, flow of savings from the rural sector to be invested in the urban sector, along with the urban wage rate, and choice of labour intensities in the urban sector, determine whether the transition from a predominantly urban to a rural society is possible or not.
