The Indian census of 1981 showed that the population had increased by 27.24% since 1971. Growth in the previous decade was 24.80%. Orissa, Kerala and Tamil Nadu, comprising 14.63% of the population, were the only states with growth around 20%. At this rate the population will double in 35 years. The present population programme is based on sterilization and directed to females. In order to improve participation, maternal and child health needs immediate attention. Males should also be encouraged to take their share of responsibility.
