World trade is briefly summarized, and the mechanism for importation of beef into the EEC is described. It shows that the system of taxes designed to protect domestic production and stabilize the EEC internal market has switched the instability to the exporting countries. Two additional negative factors are: (1) the market is closed whenever it suits EEC interests, which makes it difficult for importing countries to plan their investments in the agricultural and industrial sectors, and their foreign payments; (2) there is an imbalance in trade in favour of raw material imports, while more processed products suffer heavy taxation (e.g., the favourable conditions for importing bull calves).
