This study identifies the state of agriculture in the hilly rural area near Ena City, Gifu, Japan, as well as the tourism or recreational activities of the urban residents, and proposes a view of rural planning from the standpoint of rural amenity. The importance of conserving the natural landscape and promoting rural-urban interaction is recognised and a concept is proposed involving three zones: a paddy field farming zone; rural-urban interaction zone; and a zone for direct sales of agricultural products in harmony with the natural and social characteristics of the area.
