This paper looks at problems encountered in implementing the scheme as well as resulting changes in employment, wages and income distribution. It focuses on two districts in Tamil Nadu, India: (1) South Arcot, where impressive results were obtained, and (2) Dharmapuri, where the scheme performed badly. Three specific projects dealing with construction and repair of rural road and school building, and construction of group housing were studied in detail. Ample employment opportunity was provided through the projects. Where the scheme was successful participants experienced a significant rise in income and living standards. Lack of coordination and poor planning were largely responsible for its failure in Dharmapuri District.
