Government policies affecting consumer and producer prices have a direct and powerful impact on the living standards of ordinary people. This two part article looks at the aims, mechanisms and effects of such policies in a wide range of developing countries. The first part begins with an analysis of their extremely varied objectives, particular attention being given to agricultural price policies in view of their importance in the developing world. It concludes with a survey of the instruments through which consumer price policies are applied; mainly price controls and price subsidies, especially of food.
