Two novel forms of health planning are described and compared. The program to improve the delivery of effective vaccines is part of the World Health Organization's expanded program of immunization. It includes the development of more robust vaccines, better refrigerators at delivery sites, better insulated containers, and special labels that change color when a vaccine is no longer effective. A microplan for primary child care is an integrated set of components prepared nationally to support a particular health care subsystem.
