Section 1 of this Decree of Valencia, Spain, defines "promotion of maternal and child health" to mean the sequence of planned interventions for maintaining and improving the health of pregnant and parturient mothers, women in childbirth, and children, undertaken by health personnel specifically engaged in these functions. Section 2 indicates that the promotion of maternal health covers health care and educational activities based on the pregnant mother's condition, the birth, and the mother's specific needs related to her recovery during the puerperium. The following are established as minimum programs: 1) monitoring of the health of the pregnant woman; 2) education for maternity; and 3) postnatal care and the physical recovery of the mother. Details are given of the specific activities and components of each of these programs. Section 8 indicates that the promotion of child health covers the sequence of planned interventions for establishing and improving development, the application of individual preventive procedures of established effectiveness, genetic counseling, and the early detection of physical disability or disorders causing such disability. The following are established as minimum programs: 1) prevention of mental disability; 2) the monitoring of the child up to 14 years of age, including consolidation and improvement in health; and 3) the promotion of school health. Details are given of the specific activities and components of each of these programs.
