This Ordinance authorizes citizens of the Federal Republic of Germany and persons with permanent residence in West Berlin to travel in and through the German Democratic Republic without obtaining a visa. In order to cross borders, persons within these 2 categories need only present a pass issued by the government of the Federal Republic or of West Berlin, respectively. The Ordinance also provides that this simplification of travel procedures does not limit the right of the government of the German Democratic Republic to prohibit undesirable persons from traveling in and through the German Democratic Republic or to withdraw from such persons authorization to stay in the German Democratic Republic.
