The Indonesian National Family Nutrition Improvement Programme (UPKG), which is targeted primarily at children under 5 and pregnant and lactating women, has been in operation since 1974. In 1977, as a component of the Programme, a special Nutrition Education and Behaviour Change Pilot Project was introduced in three provinces. The objective was to show substantial changes in nutritional status through nutrition education intervention alone, by producing educational messages that addressed the most pressing problems facing people and that offered practical suggestions for practices that rural families could try in their homes. Four critical aspects of the project are emphasized: (1) target group participation in planning the communication strategy; (2) stating specific communication objectives; (3) combining face-to-face communication with radio; (4) the design of materials so that messages can be targeted to those in immediate need of the information.
