Among other things, this Quebec, Canada Act enlarges the duties of the Human Rights Commission and establishes a Human Rights Tribunal. The Tribunal has the authority to hear cases dealing with employment, housing, public goods and services, and equal access programs referred to it by the Commission when parties refuse to negotiate; when urgent measures need to be undertaken because of a threat to the life, health, or safety of a person; and when retaliatory measures are taken against a person or that person should be reinstated. The Tribunal has the powers of commissioners as set forth in the Law on Commissions of Inquiry, except for the power to order imprisonment. Among the practices outlawed by the Charter of Human Rights and Freedoms is discrimination on the basis of sex.
