The Peruvian Rural Communication Services Project (PRCS) was established in 1979 by the Government of Peru and USAID. Florida State University cooperated in evaluating the project. This paper is derived from a 1986 evaluation report. It considers the situational context, project sites and services, research design features, instrumentation and data collection procedures and project outcomes and benefits.
