The Uganda Ministry of Health appointed a National Committee for the prevention of AIDS to coordinate technical and operational activities, and instituted an AIDS Control Program with a component known as the National Health Education Programme on AIDS, in October 1986. The educational goals of the subcommittee are to inform people on how AIDS is transmitted, to help them change high risk behavior, and to promote non-risk sexual behavior. Some of the program activities will be to provide materials for seminars, air radio and television programs, publish brochures and posters and address target groups in special campaigns. Training seminars will be directed to trainers, parents, teachers, religious and political leaders, modern and traditional health workers, and program staff. 33 health inspectors will be charged with health education, surveillance, community organization and staff administration in the districts. They will have 6-10 health assistants also active in environmental health, nutrition and home visits. The primary target groups will be school children, young people out of school, girls and women of childbearing age, and prostitutes and their clients. The slogans will be "Zero Grazing" and "Love Carefully."
