Changes towards decentralization of government have given greater control to municipalities in the management of forests in Japan. The effectiveness of the application of new controls has varied but they have been successful in many cases. The changes have improved the provision of water supply to forests and increased opportunities for forest recreation. Difficulties encountered under the new system are considered.
