The development of the resource management initiative on the basis of credible accurate information systems would lead to a change from the existing arbitrary resource allocation method of hospital funding to true budget determination on a direct line management basis. Contracts for hospital services would be irrelevant and the professional relationships between doctors and patients would be retained.
