By the late 1970s the rate of water supply in urban areas of developing countries was having difficulty in keeping up with demand. Urban areas suffered from breakdown of equipment and leakage and rural areas in particular from the breakdown of hand pumps. Sanitation was neglected particularly in urban slum areas and shanty towns. Rural latrines often suffered from the nuisance of smell, flies and the risk of infection.
