The sixteen papers presented and the following group discussions are summarized. The final 63 agreed recommendations fell into the following seven groups: (1) the need for whole river basins to be considered in all water development policies and research and for single national or international authorities to have regulatory powers over such whole areas including all their underground and surface water resources; (2) stakeholder and water user participation in management should be used to reconcile multiple objectives and reduce conflicts over ownership or control of water; (3) greater measures for environmental protection; (4) research into impacts of water policies; (5) training and planning for integrated water management; (6) external assistance for development; and (7) development of contingency plans for management of natural disasters, droughts or other emergencies.
