Case studies of a dairy cow project, a biogas programme and a training and social motivation programme carried out by the Evangelical Lutheran Church in Tanzania (ELECT) are used to examine the problems met by NGOs in carrying out target group and poverty oriented projects. The general socioeconomic and political framework within which they worked and problems of management, social participation and financial dependency are discussed. The target group needs to be clearly identified and given a large element of responsibility, decision making processes should be democratized and a more bottom-up approach be developed. Institutional development interventions by international NGOs should be coordinated.
