The 8th GLOBE International General Assembly held in Washington, D.C., on March 2, 1994 discussed three main issues: 1) the relationship between trade and the environment; 2) the responsibility of international financial institutions to promote sustainable development; and 3) the export of hazardous waste. In addition, the population issue was considered in the context of the International Conference on Population and Development held in Cairo September 5-13, 1994. Despite a variety of regional and national differences in opinion, intense discussions led to the unanimous adoption of an action program in each of the issue areas. The Action Agenda on Population is addresses the following four areas: 1) activities for GLOBE to undertake before the Cairo Conference; 2) comments and proposals for the Cairo document; 3) recommendations for the promotion of international cooperation; and 4) recommendations for the prevention of and preparation for sudden and large-scale population movements. The Cairo document should spend more time addressing North-South issues. The document seems to dwell disproportionately on how to help the South solve their problems, and not enough on the role the North must play in reforming their own consumption and production patterns, or working with the South. This theme must emerge more clearly. GLOBE actions and proposals centered on the issues of interrelationship between population, sustained economic growth and sustainable development; reproductive rights, reproductive health and family planning; population distribution, urbanization, and internal migration; and international migration. Japan and the United States agreed to provide a total of $12 billion over the period of 1994-2000 to assist developing countries in population problems and the HIV/AIDS pandemic. GLOBE members will request allocation of some of these resources to improving the literacy, education, reproductive health, and status of women.
