Housing tests have shown that lime mortar floors are absolutely rat-proof whereas wall mortar is only proofed after several years' exposure to the air. Control measures in the country necessitated utmost cooperation between civil and military authorities in view of the extreme economic stress of the last few years. Dams have been constructed to raise the water levels high enough so that adequate flushing of the sewers was attained. Enforced vaccination was practiced and propaganda was carried out in wholesale manner by parades, processions, street corner meetings and lectures in all public buildings. The fumigators going from house to house were found to be the most effective propagandists due to their close contact with the people. Xenopsylla cheopis was established as the vector insect of plague at Lungyen. Eskey's views on the relations between flea infestation of rats and the amount of harborage afforded rats were entirely confirmed.
