The book is in two sections: (1) Hunger and the individual (Gounelle), which is largely concerned with physiological aspects; and (2) Hunger in society (Cepede), which studies hunger in history, in present times, socio-economic aspects of hunger, and the fight against it. It is felt that the insufficient nutrition of two-thirds of the world's population is caused not only by over-population, but by inefficient agricultural land use in developing countries and an inadequate labour force, requiring careful planning of resources. It is concluded that a new economic philosophy is fundamental to the prevention of widespread hunger, entailing the co-operation of countries which habitually over-produce in using the food surpluses as aid to poorer countries with badly nourished populations.
