Poverty in India: case for a new education system

The paper was presented at the Seminar on Social Science Research and the Problem of Poverty held by the Indian Association of Social Science Institutions in New Delhi in January 1981. The study aims to identify and highlight the problems relating to trends in rural poverty and their relationship with educational growth. The study is specifically confined to identifying the trends in educational expenditure in India and working out the contribution of education in economic development of the country, keeping in view the needs and aspirations of the vast majority of the poor. Poverty oriented development strategy is suggested for the vast majority of the poor who are engaged in farming at subsistence level in order to make a major dent on the problem of poverty. The study highlights the major issues facing the education system. Some measures are suggested to improve the education system and to promote economic and social mobility in Indian rural society.
