The potential role of food aid in mitigating the impacts of HIV/AIDS: the case of Zambia

The paper identifies how food aid can be conceptualized in a development framework, and examines potential mechanisms for the most effective targeting and distribution of such aid. The framework presented is based upon experiences in Zambia, but the implications are relevant to any country or institution involved in alleviating the impacts of AIDS in a developing country. Issues discussed are: HIV/AIDS in Zambia: the present situation; the implications of HIV/AIDS for households (impact on food production; impact on household economic resources; diversion of household labour; impact on child nutrition; medium term impacts); objectives of food aid targeting; the complexity of the targeting for food aid (targeting households with chronically ill patients; targeting children affected by adult mortality); targeting procedures; partnership strengthening and food targeting; and conclusions.
