Demand for fertilizers, machinery, and pesticides in the countries of the former USSR fell again in 1994 due to a combination of reduced area planted and input prices that continued to increase toward world levels. Input supply industries continued to downsize, but prospects for a revival in 1995 are improving. In Russia, agricultural terms of trade significantly worsened in 1994, but by some measures (purchasing power) they compare favourably with those faced by farmers in the USA and EU. Income support through decoupled payments may be an efficient way of supporting agriculture through the transition period.
