The first paper is concerned with Senegal's groundnut marketing board, ONCA (Office Nationale de Cooperation et d'Assistance au Developpement) created in 1966, many times reformed, and finally dissolved in 1980. It argues that neither the Office's performance nor the country's failure to diversify away from inherited dependence on groundnut production can be explained without taking into account political factors revolving around the struggle for control of resources produced in the groundnut sector. The second paper considers the organizational structure of Senegal's groundnut marketing and particularly the role of OCA (Office de Commercialisation Agricole) which was created in 1960 to control the marketing and export of agricultural products including groundnuts, and SONACOS (Societe Nationale de Commercialisation des Oleagineaux au Senegal), created in 1975 to increase groundnut oil production.
