This article reviews and examines the progress of the Programme of Action for population and reproductive health, which was discussed during the Cairo International Conference on Population and Development in 1994. All consultation of the review indicates that progress has been made since the 1994 conference. Many countries have made serious efforts to broaden the family planning approach towards a holistic reproductive health approach. Furthermore, the report of the nongovernmental organizations (NGOs) Forum in The Hague highlights and acknowledges the work being done by NGOs and women organizations in Africa that are moving faster than governments in designing and implementing innovative strategies in sexual and reproductive health. Another manifestation of progress was the partnership among governments, NGOs, and private sectors. Although there were many progresses, the implementation of the Program of Action faces financial constraint. For this reason, the EURONGOs recommended that 5% of official development assistance be earmarked for reproductive health programs and services. Moreover, the effect of HIV/AIDS to reproductive health has jeopardized many health care systems and decreases their capacity to address other health needs. Since the review denotes progress, they are confident that with more partnership and resources, this project will push through.
