The International Conference on Population and Development is scheduled for September, 1994, in Cairo. Preparatory draft documents were generated with input from participating countries in April, 1994, by PrepCom III. In the draft Program of Action, which was adopted in April, 1994, phrases were placed in brackets if there was disagreement over the meaning or appropriateness. The topics of infant and child mortality, maternal mortality, education, and family planning, were deemed of critical importance to the achievement of other important population objectives. The goal was set to reduce infant and 5 years mortality by 33% or to 50-70/1000 live births by the year 2000. Each country was expected to adapt this goal to the conditions within each country. The goal for the year 2015 was to reduce infant mortality further to 35/1000 live births and child mortality (5 years) to 45/1000. Further reductions are expected, if goals are met early. The bracketed maternal mortality goals were to reduce maternal mortality to 50% of 1990 levels by the year 2000 and an additional 50% by 2015. The goal for 2015 was to achieve universal primary education; the target year was bracketed. Girls were specifically encouraged to receive wide and the earliest possible access to education and technical training. Access to primary education for both boys and girls should be provided as quickly as possible. All countries were expected over the next several years to assess the unmet need for good quality family planning services in a comprehensive context of "sexual and reproductive health" (bracketed). Countries were to provide family planning services to meet the needs of their populations by the "year 2015" (bracketed target date). Countries were also expected to provide universal access to a full range of safe ad reliable family planning methods and to "legally permissible and reproductive health" services (bracketed phrases).
