Reporting the findings of an evaluation team, the report notes that though the project has had an impact on both long and short term objectives its success has been limited. The effect on cattle owners has been positive since the cooperative paid higher prices for cattle in its purchasing months. The impact on the other target groups, the societies and the cooperative's staff, was negligible since the training impact was lost due to executive positions being monopolized by Finnish experts. The 50% over-spending beyond budget target was chiefly caused by the increased need for vehicles when the cooperative took over the collection and distribution of food grains.
