No one knows the number of disabled persons in Latin America. At least 10 per cent of the ever-growing population will be disabled in some form by the year 2,000. The impact of the present economic crisis on health and health care in Latin America and the Caribbean has been devastating. More so for rehabilitation medicine, because medical rehabilitation has always had a low priority in the health systems of the Americas. However, much can be done to alleviate the plight of disabled persons, and suggestions have been offered in this respect. Persons should not be identified by their disabilities but as a person, or they will remain permanently disabled.
