本文从新中国成立70年来医疗卫生工作长期坚持预防为主指导方针谈起，回顾了我国心血管预防康复事业历史沿革和发展历程，特别总结2012年以来我国心肺预防康复事业快速进展的实践和实效，以"五大处方"为核心内容的一体化心肺预防康复模式、系统的培训和康复质控体系，助推以"治病为中心"向以"人民健康为中心"的转变。最后分析了当前心肺预防康复存在的问题，并从心脏康复政策保障、科研创新和人才培养等方面提出指导建议。.
