The Pre-existing Condition Insurance Plan, created under the Affordable Care Act, is a new federal program that provides affordable comprehensive health coverage for those with preexisting conditions. The plan was launched in Texas in August 2010 and recently lowered monthly premiums and eased eligibility requirements.
