Factors which ensure correct functioning of health services are quantity and quality of medical personnel, including nurses whose roles are specific. No one but nurses are largely responsible not only for the quality of medical services in a given country, this phenomenon being especially noticeable in the developed countries, but also directly or indirectly for approximately 70% of expenditures in health services.
