From formative research data to program planning and policy an innovative approach to intervention development

The convergence of recent advancements in nutrition and social interventions has facilitated the development of an analytic framework for intervention planning to improve infant nutrition. First, the development of guiding principles for infant feeding permits specification of ideal practices against which current practices can be compared. Second, the existence of well-defined formative research methods (e.g. focused ethnographic studies and trials of improved practices) facilitates investigation of current practices, socio-cultural factors that influence them, and identification of program opportunities. Third, advancements in theories of social interventions provide analytic categories (e.g. facilitators and constraints for change) that can be identified at the level of the household, community and program delivery. We developed a decision tool using these advancements to assist in the planning of an intervention to improve infant nutrition in rural Haiti. The test revealed the utility of this decision tool, but also revealed informational, organizational and policy constraints that may limit its effectiveness.
