Designing exercises to ensure NIMS compliance is a difficult task that can be rewarding if the exercises perform an educational function as well, by identifying problems, changing the emergency management plan to correct the problems, and educating employees on those changes. The author, an experienced disaster coordinator, also warns about pitfalls to be avoided in designing new exercises.
