Providers are concerned over three initiatives--a ban on partial-birth abortion, Florida's measure granting Gov. Jeb Bush (left) executive power in a right-to-die case and the Senate vote prohibiting genetic testing. These developments have focused more attention on the debate over when government's intervention becomes intrusion, and when lawmakers should overrule the wishes of patients and providers.
