After a brief introduction to the nature of the biotechnology industry covering the role of the private sector and markets for biotechnology products, issues linked to the regulatory environment are presented. Current rules on the deliberate release of engineered organisms in developed countries are considered. Patents and property rights are mentioned with reference to enforceability and genetic resources in developing countries. Strategic issues (such as the limiting of exports of biotechnology products and processes by the US Defense Department because of perceived military applications) are introduced and the threat of genetic erosion is considered.
