Consensus needs to be reached on the rules for the publication of research results. During the negotiations for the submission of papers reporting the human genome sequence, several scientific leaders claimed that persons reading a scientific paper should have free access to the materials and data required to confirm conclusions. It is clear that so-called accepted community standards for publishing scientific results differ among disciplines and that the increasing amount of basic research being conducted in for-profit organizations has changed publication policies. To allay the confusion and inconsistencies surrounding publication standards, the National Academy of Sciences proposes to study the entire issue. However, any analysis must recognize that proprietary restrictions have already eroded the open access principle.
