This article identifies the basic Principle and three main points of the AIDS IEC program in China. The principles of the AIDS IEC program were recently revealed by the Ministry of Public Health, the Publicity and Education Department of the Communist Party, the Ministry of Public Security, the Ministry of Justice, the State Family Planning Commission, the National Press, Publications Administration, and three other ministries. All the aforementioned departments are assigned to AIDS IEC program administration. The Principle orders the strengthening of IEC in order to increase condom use as a means of preventing AIDS, sexually transmitted diseases (STDs), hepatitis, and family planning. The Principle identifies lack of information on AIDS and STDs as a reason for their spread. IEC should be in-depth, extensive, sustained, scientific, and correct for ensuring effectiveness. The three main points qualify the objectives. The public must be informed about the serious, damaging consequences of AIDS prevalence for individuals, the family, and socioeconomic development. News should provide stories about the spread of AIDS in Southeast Asia. Information should include a focus on the ways AIDS is transmitted and high risk behaviors. Transmission routes include sharing of syringes for drugs, unsafe sexual behavior, use of unsterilized medical instruments and equipment for tooth extraction, contaminated blood supply and transfusion, injection, and cosmetics. Messages should emphasize that AIDS is preventable. The public should not discriminate against HIV-infected persons, who are victims themselves.
