The danger of exhaustion of irreplaceable natural resources and overloading the physical, biological and social environment is discussed. Populations must be limited to a size sustainable by national, human and material resources. There must be a relative decline in the use of various materials in developed, industrialized regions; there must be substantial growth in the use of certain commodities in most developing regions. Global resource management using multilevel world models to test alternative plans for anticipatory action is needed. Drastic changes in handling political, social and economic affairs must be brought about by regional cooperation.
