The European Molecular Biology Laboratory (EMBL) in Heidelberg, Germany, faces a costly payout. A number of international bodies are members of the Coordinated Organizations (Co-Org), which fixes salary levels and scales for its members. The EMBL is not a member of Co-Org, but in 1982 it adopted the system as a guide for salary levels. In 1992, the EMBL council started to cap salary increases at lower levels, a move that was challenged by its staff association in 1995. The International Labour Organization has ruled that the EMBL must implement the Co-Org salary increases for 1995 and pay employees 10 percent annual interest since that year on the sums past due.
