Shutdown of research at Duke sends a message

In shutting down research at Duke University's Medical Center in Durham, North Carolina, the Office for Protection from Research Risks (OPRR) is sending a message to other research facilities. OPRR, a federal watchdog agency belonging to the National Institutes of Health in Bethesda, Maryland, lifted the center's authority to engage in federally funded research after months of urging administrators to correct serious deficiencies in practices for monitoring consent and maintaining records. OPRR shut down the Veterans Administration hospital in Los Angeles in April for similar reasons and the Rush Presbyterian St. Luke's Medical Center in Chicago five months earlier. Although the agency has accepted a reform plan by Duke chancellor for health affairs Ralph Snyderman and medical school dean Edward Holmes, OPRR director Gary Ellis says Duke still has to further review many projects for compliance with human subjects protection regulations.
