A group of animal rights advocates recently announced that it aims to go to federal court to compel the U.S. government to redefine mice, rats, and some birds as animals under a major animal protection law. In 1972, the U.S. Department of Agriculture declared the creatures nonanimals under the Animal Welfare Act, exempting researchers from numerous regulations. Attorney Andrew Kimbrell of the Washington-based International Center for Technology Assessment is preparing the suit with the California-based Animal Legal Defense Fund.
