A critique of bourgeois population theory is presented. The author states that Marx's population theory of dialectical materialism includes both quantitative and qualitative elements. The objective of Chinese population policy is to raise the quality of population through the development of the social forces of production. The need to pursue the four modernizations program simultaneously is noted.
