Congress has pledged additional billions to the National Institutes of Health (NIH), and a number of advocacy organizations recently offered their recommendations on how the extra wealth ought to be used, assuming that it is appropriated. The Federation of American Societies for Experimental Biology, for instance, has proposed that two new NIH awards similar to those given to leading biologists by the Howard Hughes Medical Institute of Chevy Chase, Maryland, be created. The Association of American Medical Colleges, in contrast, lays increased emphasis on research institutions' requirements.
